The Judicial Council is a nonpartisan governmental body that is charged with the following:

• observing and studying the rules of pleading, practice, and procedure in the state courts and advising the Wisconsin Supreme Court of changes to “simplify procedure and promote a speedy determination of litigation upon its merits”;
• studying the organization, jurisdiction, and methods of administration and operation in the state courts;
• considering, investigating in its discretion, and making recommendations arising from suggestions from any source regarding the administration of justice;
• keeping advised of court decisions relating to practice and procedure and pending legislation affecting various aspects of the courts;
• recommending to the legislature changes in the organization, jurisdiction, operation, and methods of conducting the business of the courts, including statutes governing pleading, practice, and procedure; and
• recommending to the supreme court, legislature, or governor changes in the organization, operation, or methods of conducting the business of the courts “that will improve the efficiency and effectiveness of the court system and result in cost savings.”

By statute, the council consists of 21 members from the three branches of state government, academia, private practice, and the public.

In her current role as an attorney and partner, Leaf leads the firm’s family law department. Throughout her career, she has also handled criminal defense, civil litigation and guardianship cases involving both children and adults.

She also has training in mediation and alternative dispute resolution and is a mentor to all departments at the firm.

Leaf has successfully litigated a Wisconsin Supreme Court case resulting in a client’s inclusion on the National Registry of Exonerations. She represented the client at trial, on appeal, before the state Supreme Court and again on remand, securing dismissal of the criminal case and resolving the related child custody matter.

Franklyn M. Gimbel was born on March 18th, 1936, and grew up in the Sherman Park neighborhood. He graduated from the University of Wisconsin-Madison in 1958 and then earned his law degree from Marquette University Law School. Frank began his career as an Assistant United States Attorney and then founded Gimbel, Reilly, Guerin & Brown, L.L.P. in 1968. He has proudly worked for the citizens of Milwaukee as the Vice Chairman of the Milwaukee Fire and Police Commission from 1977-1982 and was appointed to the Wisconsin Center District Board of Directors in 1994 where he was Chairperson for over a decade. Frank also has served as President of the Milwaukee Bar Association, the State Bar of Wisconsin Bar Association and was honored with the Lifetime Achievement Award from Marquette University in 2015.
